Gist of the memorandum submitted
to Dr. Manmohan Singh Hon’ble Prime Minister of India during his visit
to Orissa on 28th and 29th Aug 2006 by Bharatiya Janata Party, Orissa.
We want to reiterate our demand for continuation of Revised Long Term
Action Plan (RLTAP) for Kalahandi-Bolangir-Koraput (KBK) region of the
state. Considered, one of the most backward regions of the country, we
sincerely feel KBK's concerns should be taken up entirely as a
different priority with a sense of urgency. It would be improper to
put KBK at par with other backward districts of some of the developed
states in the country. We once again appeal to you to see reason in
our demand and hope that KBK – RLTAP will be retained in the 11 th
five year plan also.
Unlike many other states of the country there is no institute of
national repute in our state. We, therefore want that the already
announced National Institute of Science be a full fledged
independent body and simply not an
upgradation of the existing Institute of Physics as proposed by your
government. People in the state are still confused about the funding
arrangements and management of the institution. We would like the
Union Government to come out clear on these issues. Bhubaneswar with
the right kind of positioning both geographically and environmentally
is suitable for such an institute of repute.
The progress of establishing of the Orissa Chapter of All India
Institute of Medical Science (AIIMS) has been unduly delayed. We urge
you to expedite the work with higher allocation of funds and early
implementation of this important heath care centre.
The Indian Oil Corporation's Paradeep Refinery Project too has been
delayed for long. One of the projects cherished by people of the
state, we demand you to intervene and bring the project back on track
at the earliest. Keeping in view the present oil scenario of the
country and the strategic location of Paradeep, the project will
benefit not only our state but the entire country at large.
There has been a long-standing demand for setting up a Central
University in the backward region of the state. We expect your
positive initiation in this regard.
We have welcomed the proposed Ranchi-Vijaywada North-South Corridor
that has promised to pass through the Naxal infested regions of the
states. However, the designed map does not pass through many of the
sensitive naxal dominated tracks of Orissa. We, therefore want the
project to be reviewed and the road map redrawn so as to actually
serve the purpose of the project. Further, going by the urgency of the
situation the work may be expedited with utmost concern. A meeting
under the auspices of the Planning Commission of India with the
peoples' representatives before the final location survey could help
in this regard.
Due to manifold increase in the export of Iron ore and other minerals,
massive transportation works commensurating with huge
industrialization activities, the existing highway infrastructure of
the state is insufficient and needs quick up gradation. The progress
of construction of National Highways and the already declared four-laning
work has been almost brought to a halt. We request you to review this
and direct the appropriate authorities to take up the construction
work on priority basis.
Three medical colleges and hospitals were set up at Cuttack, Berhampur
and Burla in suitable geographical locations of the state. However in
due course they have crossed their life expectancy and become
inadequate to meet the increasing health care needs of the people.
While expansion is inevitable, we urge you to make special funding
arrangement for modernizing the health care facilities in all these
three health care centers. .
The state share in royalty and cess on mineral wealth has not been
revised for long years. Orissa, as you are aware is one of the mineral
rich states of the country and has been continuously contributing to
the country's mineral earnings. We, therefore request you for an early
revision of royalty and cess which will help the non taxable revenue
of the state.
On the railway front, we urge you to take immediate steps to
commission the Keonjhar-Daitari (Tomka-98.2 k.m.) section of
Daitari-Bansapani rail link to open direct rail connectivity to
Paradeep Port, which will reduce the traffic menace on this sector to
a great extent. Besides, rail projects like Khurda-Bolangir,
Talcher-Bimalgarh, Haridaspur- Paradeep, Angul- Sukinda, Nuapada-
Gunupur, Junagarh- Lanjigarh new lines should be taken up on priority
basis.
While the Government. has proposed to upgrade the present Biju Patnaik
Airport at Bhubaneswar to an international one, it is sad that no
initiative has been taken to increase more air connectivity when the
state is going through massive industrialization and IT revolution. We
want the connectivity to go up substantially. We also urge you to set
up another domestic airport in the western part of the state at
Jharsuguda.
Immediate measures needs to be taken up for modernization and up
gradation of the facilities of Paradeep Port. The proposed new Ports
at Dhamara and Gopalpur may be expedited on priority basis.
You dedicated to the nation today the largest power station of the
country. We request you to provide the state with at- least 10 percent
of the power produced here free of cost to meet increasing power need
of the state.
