We the
undersigned
coming in a
delegation
representing the
Bharatiya Janata
Party invite
your kind
attention to the
ugly incidents
that occurred on
the 5th April
2010 at Kalinga
Nagar in Jajpur
District
involving the
BJP team led by
the State
President and
former Union
Cabinet Minister
Shri Jual Oram
and goonda
elements
deployed by the
ruling party BJD
which amounts to
total eclipse of
democratic norms
and anarchy and
rule of muscle
power in the
State. Shri Jual
Oram being in
the hit list of
the Maoists, the
District
Magistrate and
the District
Superintendent
of Police were
duly informed in
advance, of his
visit to Kaling
Nagar in the
wake of the
police firing on
Adivasis in the
area on 30th
March 2010. He
as the State
President of a
National
Political Party
is within his
constitutional
rights to visit
any part of the
State and listen
to public
grievances and
air public
demands through
the media. Some
media persons
were also
present at the
spot on the 5th
April 2010
during visit of
Shri Oram.
Instead of
giving any
protection to
the team the
local police
became a silent
spectator to the
armed attack
perpetrated by
hooligans in
hundreds
shouting slogans
in favour of the
State Finance
Minister Shri
Prafulla Ghadei
and the Chief
Minister Shri
Naveen Patnaik.
There was
prohibitory
order in force
under section
144 Cr.P.C. but
the district
authorities were
mute spectators
to its blatant
violation by the
local ruling
party workers
indulging in
open vandalism.
The members of
the BJP team
also included
female leaders
who were also
not spared from
physical assault
by the armed
goondas. The
whole episode
amounts to
murder of
democracy and
eclipse of all
basic
Constitutional
norms.
Even the Rule of
Law is at stake
when counter
cases vide G.R.
Case No. 265 of
2010 dated 7th
April 2010 was
manufactured and
registered
against the very
victims of the
incidents. In
order to
politically
harass the
opposition the
ruling party not
only misuses the
administrative
as well as the
police
machineries of
the State, but
also blatantly
abuses the
judicial process
to have their
way.
We, therefore
pray your
Excellency to
use your
Constitutional
office to ensure
free and
fearless
exercise of the
basic democratic
rights by the
Opposition and
the Press and
its protection
in the State and
Rule of Law when
it is under
threat by doings
of the party in
power.

under Kosa Gumda
block.
The women
members of the
delegate led by
Surama Satpathy
separately met
the female
inmates in the
said co-ed
tribal school.
After meeting
the female
teachers, local
villagers and
the affected
victims the
visiting
high-level team
told the Press
at Nabarangpur
that such
nefarious
activities were
continuing for
last many years
but only
recently these
have come to
surface because
of some
difference
between the male
Head Master and
a female teacher
in the school.
Jual Oram
speaking to the
Press told that
the State
Government
should pay ten
lakhs to each of
the victims as a
social security
and ensure their
proper
upbringing and
rehabilitation.
The culprits
must be brought
to book and
given exemplary
punishment as a
deterrent. In
order to prevent
recurrence of
such incidents
in-built
mechanism in the
system must be
devised by
seeking
suggestions from
a body of
specialists
comprising
social workers,
tribal leaders
and women
welfare
activists led by
a retired Chief
Secretary.
Shri Oram urged
the tribal
society to treat
such victims
with empathy and
be vigilant to
assert their
right against
unjust and
unfair treatment
by others taking
advantage of
their
simplicity. The
BJP President
also pointed out
that though the
concerned
Minister in the
State is a
tribal himself,
but till date he
has not uttered
a single word
condemning these
incidents.

“BJP has taken
serious note of
the State
Government’s
decision to
refuse entry of
Dr. Prabin
Togadia to
Kandhamal
District. The
Chief Minister
Naveen Pattnaik
had allowed the
European Union
delegates to
Kandhamal who
met the local
Christian
clerics indulged
in
indiscriminate
conversion of
Hindu Scheduled
Caste and
Scheduled Tribe
people in the
district.
The tribal
people are
subjected to
untold
atrocities by
the police by
framing false
cases against
them at the
instigation by
the local
Churches, and
the foreign
delegates
representing EU
countries.
Denial of
permission to
Togadia is
unconstitutional,
unreasonable,
arbitrary and a
deliberate
affront against
Hindus. Chief
Minister Naveen
Pattnaik would
remain squarely
responsible for
my untoward
incident that
might erupt due
to this
blatantly
discriminatory
treatment which
is highly
provocative.”

Union Railway
Budget -2010

Banerjee, Union
Railway Minister
has again
betrayed the
cause of Orissa
in presenting
the Union
Railway Budget
in Parliament
today. The
stress for
railway budget
of Orissa was
for more funds
allocation for
new lines like
1.
Khurda-Bolangiri
(289K.M.s) ,
2.
Talcher-Bimalgarh
(154K.M.s),
3. Sukinda Road-Angul
(98 K.M.),
4.
Haridaspur-Paradeep
(82 K.M.),
5. Lanjigarh
Road-Junagarh
(56 K.M.),
6.
Bhadrak-Dhamra ,
7. Bangiriposi –Gorumahisahani,
8.
Badampahad-Keonjhar.
But the railway
minister has
tried to please
the people of
Orissa by
declaring some
new line survey
by providing
very meager
amount from the
budget 2010.
Out of 10 world
class station
declared not
single was given
to Orissa. Out
of 93 multi
purpose railway
complex only one
was given to
Orissa. The
frequency and
new train
introduce are to
connect Mumbai-Howrah,
Howrah-Chenai
and station like
Gowhati and
because this
railway routes
passes through
Orissa the
Railway Ministry
is taking plea
to please the
others and
befouling the
people of Orissa
Hence I
condemned the
step motherly
attitude of
union railway
minister towards
people of Orissa

arrest of
innocent
persons.
Ashok Sahu

condemned the
arrest of six
persons at
Muniguda in
connection with
alleged
incidents of
2008.
He said BJP was
rightly
suspecting the
hidden agenda of
the visiting EU
delegates who
had came to
Odisha to
influence the
police
administration
and the
judiciary in
dealings with
cases registered
in 2008.
The EU delegates
met the DGP on
4th February in
sequel to which
the police has
become high
handed and
vindictive to
appease the
visiting foreign
dignitaries and
immediately
after their
departure
arrested one at
K.Nuagaon in
Kandhamal
district and 6
persons at
Muniguda in
Rayagada
district.
The State Police
has failed in
dealing with the
Maoist menace
and on the other
hand, has been
arresting
innocent people
in connection
with made-up
cases.
Such conduct of
police would
further erode
the public
confidence in
the system which
has failed to
deliver justice
to the people,
Sri Sahu
alleged. Sri
Sahu now at
Phulbani was
appreciating the
lawyers of the
District Court
who unitedly
foiled the
efforts of the
EU delegate to
meet the judges
at Phulbani.

Addressing the
crowd, the State
BJP Chief Mr.
Jual Oram said
that Makar
Sankranti is an
important
festival in
India celebrated
in different
parts in the
country under
different names.
In Orissa, it is
a religious
convention for
the farmer to
consume the
“Makar rice”
freshly thrashed
from the field
as the new crop
in the year.
But in Orissa
to-day, in a
majority part,
the farmers have
suffered
irreparably due
to crop-failure
and
contamination of
the crop by
insects. The
Chief Minister
has been totally
indifferent to
the cause of the
farmers, who are
forced to commit
suicide.
The C.M. who is
also the
Irrigation
Minister is now
cutting the
water quota
meant for
farming and
directing the
water to POSCO,
the steel baron
in Orissa.
He condemned the
C.M. that he has
handed over the
mines to the
foreign
companies, the
agricultural
land to the MNCs
like POSCO and
Vedanta and now
water to the
foreign
companies at the
cost of poor
farmers of
Orissa.
The anti-people
posture of the
C.M. must be
fittingly
replied by the
people of Orissa
and like the
cosmic change in
Makar Sankranti,
a political
change should
also usher in
Orissa and
Mahanga should
give a start in
costal Orissa,
in this regard.
Bijoy Mohapatra,
the senior BJP
leader,
elaborating the
mining-scam
convinced the
people how more
than three lakh
crore worth iron
ores have been
given to MNCs in
lieu of only 720
crores of rupees
received by the
State Government
as royalty.
After the
vigilance
department has
unearthed the
continuous
pilferage by 12
companies why
the State Police
has failed to
arrest the
culprits under
appropriate
provisions of
law, Mohapatra
demanded.
The Police, the
Forest and the
Irrigation
Departments are
directly looked
after by the C.M.
Unless the C.M.
is not
personally
involved as a
beneficiary of
the looted
property, why
should he be
hesitant to give
the
investigation to
the CBI which is
an independent
statutory
investigation
body. He
asserted that
people of Orissa
have a right to
know the truth
and get the
justice.

Bhawanipatna
Town Hall he

meeting of 600
strong party
workers drawn

Gram Panchayat

meeting was

BJP legislature
leader Kanak
Vardhan Singhdeo
spoke on mining
scam as
unprecedented in
scale and
degree. He
insisted for
handing over the
matter to CBI
should Naveen
Pattnaik the C.M.
wants to prove
his
non-involvement
in three lakh
crore worth
plunder of
peoples wealth.
Vigilance
Department whose
minister is C.M.
himself is
incapable of
bringing the
truth to surface
, he alleged. He
further said
that for last
nine years
during Naveen’s
tenure as C.M
seven thousand
crores of rupees
per annum was
being pilfered
by illegal
mining which was
being siphoned
away to parties
outside Orissa
and a huge part
to China. He
also alleged
that Vedanta is
also in
collusion with
Churches of
Europe who have
shares in the
Vedanta Company
which has a
hidden agenda to
invade India’s
culture by
having an
anti-Indian
University in
the very centre
of Jagannath
Culture at Puri.
Ashok Sahu, the
senior party
leader urged the
party workers to
pledge to
dislodge this
government who
have a hidden
agenda to
exploit state
resources by
mortgaging mines
to foreign
companies.
Quoting Lord
Acton he said
that ‘Power
corrupts and
absolute power
corrupts
absolutely and
Naveen
government is a
burning example
of a such
corrupt
government.’
Jual Oram in his
concluding
remarks
condemned the
failure of the
government in
all fronts such
as maintenance
of law and
order;
safeguarding the
farmers interest
who are
committing
suicide in
distress;
safeguarding
employment of
the educated
youth as well as
in protecting
the poor by
implementing the
poverty
alleviation
programmes. The
Maoists are
being used as
muscle power of
the party in
power to give
protection to
persons the C.M.
likes and
terrorize those
whom he
dislikes. Sri
Oram cited the
example of
Arabinda Dhali
who is no longer
troubled by the
Maoists ever
since he joined
the Biju Janata
Dal. Even the
mining lease
holders are
operating under
the protection
ring given by
the Maoists in
Keonjhar and
Sundargarh
district, Oram
alleged.
At Circuit
House, Jual Oram
addressed a
well-attended
press conference
at Bhawanipatna.
He was
accompanied by
senior state and
district level
leaders, before
the Press.
Referring to
Dalai Lama’s
visit and
failure of the
state government
to accord him
honour as a
State Guest ,
Shri Oram
accused the C.M.
to have acted to
please the local
Maoist Leaders.
Since China is
opposed to Dalai
Lama and Maoists
are agents of
China, Orissa
C.M. has also
indirectly
ignored Dalai
Lama which is
contrary to our
foreign policy
as a sovereign
state, he said.
He termed Naveen
Pattnaiik’s
conduct in this
context as of
“low taste” .
Jual Oram
reiterated BJP’s
policy that
Maoists, as long
as do not abjure
violence, even
if they take up
issues of the
poor which is
designed to
usurp State
power by
undemocratic

to be tackled
effectively by

to Nuapada
district
accompanied by
former minister
K.V. Singhdeo

was taken to
Nuapada from
Khariar Road in
an impressive
procession by
more than 200
strong motorcade
and hundreds of
supporters
displaying party
flags and
festoons.
Addressing a
mammoth
gathering in an
open field (Sanskrutika
Rangamancha)
urged the people
to dismiss Navin
Pattnaik
government which
is neck-deep in
corruption by
mortgaging the
precious mines
of Odisha to out
siders and
foreign
companies
overriding the
industrial
policy.
Oram alleged
that the CM has
led the
plundering spree
of mines and
made people of
Odisha to suffer
a huge loss to
the tune of
three lakh
crores of rupees
during his
tenure as Chief
Minister. Oram
reiterated his
demand for CBI
investigation
along with that
connecting
Andhra Pradesh,
Karnataka and
Jharkhand on
mines-scam.
He regretted
that Central
funds coming for
poverty
alleviation
projects are
returned unspent
and 48% of
Odisha’s
population under
BPL are not
getting adequate
relief as per
their
entitlement.

his stand that
people’s opinion
is being
educated about
the
unprecedented
mining scam.
He demanded
immediate arrest
of Ram Bahadur
Thakur Mines
proprietors and
seize the heavy
machineries used
in looting of
mining, property
of the State in
course of
investigation.
The case has
national and
international
dimension and is
fit enough for a
central agency
to investigate.
Hence, the CM to
prove his
innocence must
not hesitate for
its
investigation by
the CBI. The
more he delays,
peoples
suspicion on
CM’s direct
involvement in
corruption is
getting
corroborated.
The Maoists in
Orissa are being
heavily paid by
the mining
plunderers and
getting
protection with
tacit
understanding
with State C.M.
It is proved by
the fact that
till date
Maoists have not
targeted a
single mining
lease holder in
Orissa ever
since they are
active in 19
districts in the
State during
last ten years.
Shri Oram
assured the
public of
Nuapada district
to insist on the
State government
to review the
latter’s recent
proposal for
recruitment of
‘Sikhya Sahayaks’
on State level
which would
deprive the
local limited
suitable
candidates of
their rightful
opportunity.
